Staff Appraiser


Duties include on-site property inspections of residential and commercial properties, analyzing market data (cost, income, and market sales), application of mass appraisal techniques, conducting informal protest hearings with property owners, tax agents, and attorneys, as well as representing the appraisal district in formal protest hearings before the Appraisal Review Board.


Must be able to collect basic appraisal information, determine a property’s use or usefulness, and apply the best appraisal method or process (e.g., income, market, and cost approaches to value).

Must be able to physically measure and inspect numerous properties efficiently and accurately.

Must have a basic knowledge of math and statistics as used in mass appraisal.

Must be able to use and understand Microsoft office 365, appraisal cost manuals and computer software.

Must have strong problem solving and time management skills.

Must have the ability to communicate effectively.



College degree (equivalent appraisal education and experience accepted).


Registered Professional Appraiser (RPA) designation or prior appraisal experience preferred.

Must have a reliable vehicle, valid driver’s license, and liability insurance.


Normal work hours are 8 am until 5 pm, Monday through Friday.  A seasonal flex schedule is offered. Those work hours will vary by the appraisal calendar.  Periodically, it will be necessary to work past five and on weekends.

Assessment and Collections Specialist


We are seeking an individual who is reliable, self-motivated, and has excellent verbal and written communications skills. The ideal candidate must have the ability to read and interpret information in the Property Tax Code, must be able to adapt to periods of increased workloads or production requirements, and must be detail oriented. Prior customer service experience and working with the public is helpful. Bilingual is a plus.

An applicant must be a team player and be proficient in the following areas: Math; 10 key; basic knowledge of office equipment; Microsoft Office Suite software. Some travel may be required for education purposes.


Experience in a collection officer position and/or cash handling

Knowledge of basic accounting, billing and collections procedures is plus


Must be a Texas resident, have a valid Texas driver’s license, and possess a high school diploma or GED (some college preferred).  Person selected must agree to and pass a criminal background check and a drug test.

Personnel and Finance Assistant 


Assist the Director of Personnel and Finance in the daily business of the CAD. Should also develop a full understanding of the Director’s position and processes. Assist the director in updating and creating forms and reports for CAD business. Duties include daily administrative tasks, assisting the Director in personnel and finance matters, maintaing education requirements and scheduling training courses, as well as tracking compliance requirements for the office.


Knowledge and use of Microsoft office and Outlook. QuickBooks experience is a plus.

Basic understanding of payroll, A/P and A/R.

Highly organized, strong problem-solving skills and attention to detail.

Possess the ability to effectively communicate, ability to move fluidly between tasks and self-motivated.

Portray professionalism in dealing with sensitive and confidential information.

Proven customer service skills and work well as a team.

Chief Appraiser


The Fannin Central Appraisal district serves 26 taxing units in the appraisal of approximately 36,000 parcels with a market value of approximately $6 Billion.  The district is also contracted with 21 taxing units consisting of approximately 37,000 parcels to perform the assessment and collections function.  The district collects and disburses approximately $50 million annually.

The Chief Appraiser, as the Chief Administrator of the appraisal district, provides the administrative oversight for all operations within the appraisal district office. This includes planning, organizing, hiring staff, providing departments with resources and necessary equipment to conduct business, and providing an accessible means by which the public can interact with district staff.

In addition to overseeing the appraisal district operations as required by law, the Chief Appraiser also serves as the Tax Assessor/Collector for all contracted taxing units. This includes managing the collection, assessment and disbursement duties and functions.


Acts as the District’s Financial Officer, Public Information Officer, Public Funds Investment Officer Records Retention Officer and Public Relations Officer.

Prepares the Appraisal District Budget, presents the budget to the Board of Directors for adoption, and notifies the taxing entities of their values and allocations.

Prepares financial reports and reports directly to the Board of Directors.

Employs and compensates professional, clerical and other personnel as provided by the budget.

Establishes Personnel Policies in keeping with industry norms and Texas Workforce Standards.

Responsible for all expenditures from the budget and approves all purchases for the District.

Responsible for administration of all personnel policies, health insurance, life insurance and retirement.

Executes all contracts for mineral and utility appraising, bank depository, etc, with Board approval.

Appraises all taxable property at market value, except as otherwise provided by law.

Responsible for the development and maintenance of valuations for all properties, compiling information into a records management system and for preparing appraisal roll.

Administers all tax exemptions, renditions and notifies property owners of increases in property values.

Responsible for submission of the appraisal records to the Appraisal Review Board and to certify the approved appraisal roll to the taxing entities.

Testifies before the Appraisal Review Board on proposed values, exemptions and other disputed actions.

Coordinates appeals to decisions on protest hearings by the Appraisal Review Board with legal counsel.

Establishes a professional working relationship with all property owners, entities, tax agents, real estate agents and fellow employees.

Conducts public education and training or informational sessions on the Property Tax System.

Conducts certified regional professional continuing education for local property tax professionals.

Prepares all records and agendas for the Board of Directors and carries out general policies of the board.

Oversees the preparation of all records and agendas for the Appraisal Review Board.

Oversees all appraisal, exemptions, collections, administration, deed and GIS mapping operations.

Responsible for the administration of special valuations on qualified properties.

Works directly with the Property Tax Assistance Division of the Texas State Comptroller’s Office.



Reports directly to the Fannin Central Appraisal District Board of Directors.
